The two-tier system: guest supplies vs cleaner supplies

Run two separate stockpiles. Guest supplies live in the visible parts of the property — bathrooms, kitchen, laundry. Cleaner supplies live in a locked closet, a locked cabinet, or a labeled bin the cleaner can access but the guest cannot.
